If I remember right:
212.3d A creature’s activated ability with the tap symbol in its activation cost can’t be played unless the creature has been under its controller’s control since the start of his or her most recent turn. A creature can’t attack unless it has been under its controller’s control since the start of his or her most recent turn. This rule is informally called the “summoning sickness” rule. Ignore this rule for creatures with haste (see rule 502.5).
Summoning Sickness (Informal)
The term “summoning sickness” is an informal term which describes a creature’s inability to attack or to use activated abilities that include the tap symbol when it has come under a player’s control since the beginning of that player’s most recent turn. See rule 212.3d. See also Haste.
Since you just took it and it doesnt grant haste i believe it has summoning sickness

You know provoking something that can tap itself wont kill the Rootwater cause in response to you declaring attackers he can just tap it and it cant be provoked or even before your attack phase it can be done

Wrong......
if he does tap his Rootwater Hunter to make it unable to block...provoke will untap it and make it block....so his creature has to block mine....and if he taps his creature after i provoke acording to rule 306.2b Tapping or untapping a creature that’s already been declared as an attacker or blocker doesn’t remove it from combat and doesn’t prevent its combat damage....the only way out of it is if his creature is sent to the graveyard before the attackers step or removed from play

Provoke
The official rules for the provoke ability are as follows:
502.29. Provoke
502.29a Provoke is a triggered ability. "Provoke" means "Whenever this creature attacks, you may choose to have target creature defending player controls block this creature this combat if able. If you do, untap that creature."
502.29b If a creature has multiple instances of provoke, each triggers separately.
* There's no requirement for the provoked creature to be tapped or to be able to block.
* You can choose not to force the creature to block, in which case it won't untap.
* If the provoked creature becomes tapped before the declare blockers step, it won't be able to block.
* If a creature is provoked by more than one creature, the controller of the provoked creature chooses which one it blocks.
* If the provoked creature has any costs to block, those costs don't have to be paid. If the costs are paid, the provoked creature must block the creature with provoke.

well if he taps and then you attack to provoke and he taps again the sliver would be dealt lethal damage and then would have to be regened
dont have rules in front of me to see if it gets removed due to that
