Anyway, all secondary resource buildings (all mines, sawmills, towers, farms etc. including gold mines) produce always the maximum amount (check the buildings page in the guide) of resources per tick. Each of these buildings also house additional population though, and to get the population producing gold, you need to get your population maxed. It'll happen automatically, but can be hastened with the fertility spell.
Workers produce 3.5 gold per hour and peasants 2.6 gold per hour (and slaves 3.2g/h), so yes, workers are a better long-term option for maximizing your economy/military output.
It is, however, adviseable that you keep at least 5 peasants per acre at all times, or even more if you think you're going to get hit often. It is to prevent overpopulation, which will kill your kingdom. To like, completely dead. It turns grey and stuff. Avoid that.
And to clarify, overpopulation isn't something you should be worried about constantly. You'll overpopulate only if you don't have enough space in your kingdom to house even a single peasant (=all the space is taken up by workers/military).
