Because I am the driving force in the "Tollspry department", I'd like to explain myself and apologize for the many changes. So to start, I am sorry for again changing Tollspry so much. I believe this is the best version of Tollspry while keeping their main concept in tact.
@ Singer and Bell op/dp swapThis is most likely the most noticeable change. In a bigger picture, we believe this swap creates a more stable base strategy for them. At the same time, it maintains flexibility and x-factors to take advantage of. Of course, we are cautious about possible abuse and are confident Tollspry is not overpowered. We will let you decide how you want to play them. =)
Tollspry had a very difficult time transitioning from Melody --> Emitter. In the version that is currently in the game, it takes 15 hours to make that switch. This version is only 12 hours. However, the difference being now, 3 hours and then 9 hours gap between defense. Before, it was 9 hours and then 6 hours. This will make defending much easier while upgrading and allow for better strategic upgrading.
As exciting as an 8/0 tier three unit sounded, it felt strange to many of the other Dev Team members. It also caused a strange upgrading stage where you GAIN military, DECREASING economy. This is not how Tollspry's concept is supposed to work. As you upgrade, you should LOSE military and INCREASE your economy. We could have made the Bell more efficient, but we couldn't agree on anything that seemed to work well. It also created this enormous economy swing where you are saccing so many Melodys for Singers. We prefer more consistency in the upgrading conversions.
There is still the question: Which is better to attack with, Singer or Bell? We will let time decide this and make changes as we see fit.

There is concern about "instant" offense, but in theory, it doesn't make economical sense to sit on excess Melodies. Sure, it's possible. Personally, I am interested to see how that all works out. It absolutely adds uniqueness to the race.

Please keep in mind this race has an innate population penalty they must deal with. Stocking is a bit more acceptable with shorter train times, but they still suffer from having to push large amounts of workers to get military.
@ New spell swapInstant Maturation just sucks. With diamond costs increasing on each unit, the spell is less useful. The concept is quite fun, but hard to balance correctly. We believed they needed a new spell that helped some of their weaknesses.
Echo of Melioration is awesome. Without it, you must upgrade to Emitters to gain an acceptable amount of diamonds. With it, you can skip the 15 extra hours needed to upgrade to Grave Knolls. The spell does yield you less diamonds per gold, but you get the improvements much quicker. A good choice spell, credit to Nost Gam.
