Unfortunately I dont remember the numbers off top of my head, but you can sim to find the right amount of towers for protection, though I dont think its an overly high amount. This round id use gold mines in protection over homes, and then push waters for oop. What I like to do, and its much easier now with the sendable defense per hour rule gone, is make some 4k waters for oop. You wont be able to do all of that at oop, but with oop push and maybe 12-15 hours after, you can.

When you do this, you have a lot of all in defense, which just effectively means you can start building land the moment it comes in, which in a short round is huge. From there I would just upgrade those 4k units to earths, and attempt to push top op ASAP.

One thing you MUST do with elemental, is find a target before you push. Since your troops have 9hr train time, this is pretty easy to do. The reason being, if you push and cant hit, you die. So scan for people you could hit 9 hours later, and when you find one at 90%+ of your size, push and hit him.

From there, how you upgrade will largely be dependent upon what everyone else is doing. Im sure someone will come in here and post some specifics as far as what % towers you may need for oop.

That sounds pretty reasonable. What was your econ after that? Id assume enough to make some 1k+ more over the next 12 hours or so.

Make sure you have enough magic dust at OOP to slow all your attacks.

It may also be a good idea to invest some magic dust while in protection. The decay rate for magic dust is 5% of your stock per hour. So if you have 10k magic dust stored, you are losing 500 dust per hour. 10k/500=20 hours. If you are not going to use that dust in the next 20 hours, you might as well invest it into improvements.

From what I understand, the average amount of towers most Elementals run is 12-15%.
