self spells always work, even if you have 0 mages. When dealing with spy/mage ops against other people, it's based on your mage/spy power per acre to theirs. Usually it's not necessary to go over .3 or .4 per acre late round for simple intel ops and spells (Farsight, military spy etc), and you may find you need less. Early in, you won't have to train any at all and you should be okay.

If you plan to use stealing ops, or offensive spells, I assume you'd need a good ratio, though I can't suggest a 'good' amount. There is no 100% sucess rate there

All heros at home always go out on an attack. The exception is your main hero. If he is in rest mode, he will stay at home. You can't keep your other heros at home.

Read the relic page. Each of them does something different. They are all good, just some of them have more use to certain people or certain strats than others.
